The timecode is frozen and won't free-run. Is this a settings issue?

Most likely, yes. The usual cause is that timecode is set to pause when a shot ends. Go to Settings > Behavior > Shot Behavior, and under When Shots End make sure Pause Timecode when Shot Ends is not selected.
If that doesn't free the timecode, it may have been paused from the timecode menu directly. Tap the timecode display, then tap the Run/Pause button in the lower-left corner of the timecode keypad to resume free-running timecode.
