I can get the sync beeps and pre-roll countdown to play from the MovieSlate slate tab, but they don't work when I'm logging from the Sound Dept tab. Is that a bug, or are those features not available there?

That's expected behavior, not a bug. Beeps and Pre-Roll are slate-only features — they have only ever worked from the main MovieSlate tab. There are no equivalent features in the Sound Dept tab, the Script Dept tab, or the Reality MultiCam tab.
The same is true of Speak Credits and Credits Roll: those are also available only from the MovieSlate slate tab.
If you need the audible sync beep and pre-roll countdown for a take, start that take from the MovieSlate tab so the slate features are available.
