I want to record with 30+ iPhones in sync. Can MovieSlate lock the phone's system clock so all devices share the same time, or does it only sync timecode inside the app?

MovieSlate syncs timecode within the app — it cannot set or lock your iPhone's or iPad's system clock. iOS does not allow third-party apps like MovieSlate to change the device's system time, so there's no way for any app to "lock" the OS clock across your phones.
For keeping many devices in timecode sync, the best supported approach today is wireless Bluetooth sync using a hardware timecode generator on each device:

Tentacle Sync E / Track E
Atomos UltraSync Blue / AtomX Sync

These sync to MovieSlate over Bluetooth. Each generator can typically sync to several devices, and the generators themselves can be jam-synced to one another, so you can scale up to a large number of synchronized devices by giving each phone its own generator and keeping the generators locked together.
Note: the older Timecode Buddy, which synced over WiFi, is no longer in production, so we no longer recommend building a new setup around it.
